Chesham Green Belt

The Green Belt that surrounds Lye Green is still under threat over Council plans to extend the town.  These rolling, arable and pasture fields to the North-East of Chesham could soon be replaced by many hundreds of homes, a large store and 15 gypsy pitches.

The Council after nearly 18 months of delay are about to publish the final Draft Local Plan which still proposes taking the whole 60 hectare site out of the Green Belt.  There will then be just 6 weeks in which the public can comment yet vital evidence is still missing! 

Recently BNG have made an application under S.88 of The Localism Act 2011 to have the land registered as an Asset of Community Value.  Please click here to find out more on this and how you can help and register your support for this application.  THANK YOU TO ALL THOSE WHO HAVE PROVIDED OVER 50 LETTERS OR STATEMENTS OF TRUTH ALREADY!

We have also established that many people may have Prescriptive Rights over the land either by having gates from their homes onto the fields that have been in use for more than 20 years OR that other tracks on the land may be eligible to be adopted as Public Rights of Way.

This campaign is now in its 4th year and is getting expensive!  We may need to raise more money as we have retained expert consultants to comment on our behalf on issues of Landscape Quality, Green Belt, Sustainability, Traffic & Air Quality. In addition, we have retained a barrister from Landmark Chambers to advise and represent us at the future Planning Inquiry Examination in Public.

Please pledge or give money to fund specialist legal advice to fight this.  We aim to stop this harm on the edge of Chesham that will include extra traffic, increased air pollution and further strain on the town’s overburdened infrastructure, environment, health & education facilities.

Brown Not Green Chesham Ltd
is aware that a developer, Capreon is requesting Bucks Council to “waive” requirements for an Environmental Impact Assessment (EIA) in respect of Capreon’s emerging proposals to make an OUTLINE planning application now for c.170 homes (which is up from 150 homes proposed at their public consultation in May) plus a “convenience store” and an all-weather floodlight sports pitch.

After Capreon’s “consultation”, BNG requested public feedback on the developer’s proposals. Public comments that BNG have received directly and via social media too, have been overwhelmingly negative and unsupportive of Capreon’s proposals.

Accordingly BNG are vehemently opposed to the Council determining any planning application at Lye Green without first appraising the full impact upon the environment.
BNG feel this can ONLY be accomplished by the Council considering an Environmental Impact Assessment (EIA) as part of a fully DETAILED planning application.

We urge any local residents who share our concerns to also email or write to their local Bucks Unitary Councillor ASAP to register your support for BNG’s letter and to repeat our assertion that EIA must not be “waived”.

Furthermore to request that any proposals for development of this much loved Green Belt area can only be determined after EIA and a fully detailed planning application has been considered by the Council that addresses issues such as:
  • The environmental consequences of a development of this scale upon the Green Belt, given its prominent location near the top of a hill and its proximity to the boundary of an area designated as National Landscape (formerly AONB) including impacts on the natural environment (e.g., air and water quality, wildlife) and the human environment (e.g., noise, visual impact, schools etc..)
  • The loss of good quality agricultural land and its impact upon wildlife and biodiversity.
  • The impact of the proposals in terms of traffic generation, and the nearby road network.
  • The impact of the development in terms of water abstraction given its proximity to Water Source Protection Zones that interact with the rare and already compromised local chalk stream network as well as impact on rainwater run-off and overall effects upon the prevailing local drainage infrastructure.
  • Most specifically how the developer will mitigate of prevent these impacts including provision of Suitable Alternative Greenspace (SANG).

Conversely, BNG contend that should the Council “waive” EIA and/or to grant outline consent before fully appraising all the environmental impact, including impact upon the local community and infrastructure, that the Council would be derelict in their responsibility under the Planning Acts as all such issues are fundamental at this sensitive location as to whether or not the proposed development is both appropriate or sustainable.
